Yeah, it strikes me as a really weird narrative choice here. So far, it doesn't even look like it had to be Papa doing these travels - it could easily have been an entirely separate thing from PSoH, even, if we ignore the animals (one of which is not a pet, another of which barely shows up, the dog lovers could have been done differently, and on the last chapter the pet is more of an aside thing depending on whether you interpret the dog as being the military guy or not). He shows up, he delivers an animal, he fucks off. Except for the Nazi chapter and some of the first one (in which he was a fairly bland participant), Papa's presence barely even registers.
I'm really hoping that Vesca coming in on the next volume will change it up a bit. Though I'm not really a fan of Sensei having done another Nazi chapter, I can't deny it's the only one in which Papa actually seems to be doing more than just drifting by in the background. Here's to hoping it keeps improving in the next volume!
